This is not a training course, but a Sample Implementation Plan. The Sample Implementation Plan provides practical guidance by filling in the blanks feature, outlining step-by-step procedures, roles, responsibilities, and timelines. You can add and remove contents to the plan to make it fit your airport. You'll have a roadmap to follow, making SMS implementation plan a smooth and manageable process. 

The sample Implementation Plan contains Pillars of SMS, Safety Policy Statement, SMS Core Values, SMS Development, Deployment Strategy, Procurement, Schedule, Sample Letters, and Organization Flow Chart, to name a few.

The purchase of one implementation plan is good for one airport, therefore, if you operate more than one airport you would have to purchase an implementation plan for each airport.

Important Message!

As you are aware the Federal Aviation Administration (FAA) final Safety Management System (SMS) rule is effective as of April 24, 2023. It requires certain airport certificate holders to develop, implement, maintain, and adhere to SMS. 

 Certificated airports that qualify under one or more of the following triggering criteria (triggers) are required to develop SMS under this final rule: 

  1. Under § 139.401(a)(1) Airports that are classified as large, medium, or small hubs based on passenger data extracted from the FAA Air Carrier Activity Information System; 
  2. Under § 139.401(a)(2) Airports that have a 3-year rolling average of 100,000 or more total annual operations, meaning the sum of all arrivals and departures; or 
  3. Under § 139.401(a)(3) Airports that serve any international operation other than general aviation.


IMPORTANT: Implementation Plan Submission

Here are timelines you must be aware of to meet the SMS requirements:

Each required airport must submit an Implementation Plan to the FAA for approval based on this schedule: 

  1. For Airports identified under § 139.401(a)(1), on or before April 24, 2024 (12 Months after effective date);
  2. For Airports identified under § 139.401(a)(2), on or before October 24, 2024 (18 Months after effective date);
  3. For Airports identified under § 139.401(a)(3), on or before April 24, 2025 (24 Months after effective date).

 

Keep in mind that if you do not get your Implementation Plan in on time and obtain the FAA’s approval, it could be considered a violation of Part 139.
